Summary of the Strategic Plan of the Faculty of Mathematics
1401–1405 SH (1443–1447 AH)
1. Introduction
The Strategic Plan of the Faculty of Mathematics, Kabul University, for 1401–1405 SH (1443–1447 AH) was developed to provide a clear framework for academic development, capacity building, enhancement of the quality of teaching and learning, improvement of administrative affairs, and expansion of research activities. The Plan is the result of collaboration and active participation among faculty members, administrative staff, students, and the faculty leadership. It was developed on the basis of an analysis of the internal and external environments, taking into consideration the academic and developmental needs of the country. The Plan applies SWOT analysis, multi-level objective setting, annual operational plans, and monitoring and evaluation mechanisms to define the faculty’s direction and development priorities throughout the five-year strategic period.
2. Introduction and History of the Faculty of Mathematics
The history of the Faculty of Mathematics dates back to 1321 SH (1361 AH), when mathematics education began within the Faculty of Science alongside physics, chemistry, and biology. In 1348 SH (1389 AH), the Department of Mathematics was separated from the joint Department of Mathematics and Physics and began operating as an independent academic department. Subsequently, based on the 1393 SH (1435–1436 AH) plan for the restructuring and separation of the Faculty of Science, the Department of Mathematics was upgraded to an independent Faculty of Mathematics in 1395 SH (1437–1438 AH). In addition to offering academic programs in mathematics, the Faculty of Mathematics is responsible for teaching mathematics subjects required by other faculties of Kabul University. Given the fundamental and growing role of mathematics in contemporary sciences, technology, data analysis, mathematical modelling, and the solution of complex scientific and applied problems, the importance of mathematics has increased considerably, highlighting the need for further development of the faculty’s academic, teaching, and research capacities.
3. Current Situation
Based on the available information and assessments, the current situation of the faculty has been analyzed in terms of its internal and external environments as follows:
Strengths
- Experienced and professionally qualified academic staff;
- A long-standing history of mathematics education and teaching;
- Students with strong academic potential and learning capacity;
- An established administrative system and a clearly defined organizational structure.
Weaknesses
- Lack of adequately equipped computer laboratories;
- Shortage of essential technical and instructional equipment, particularly projectors and other teaching aids;
- Limited financial resources and an insufficient number of research projects;
- Limited effective collaboration with relevant industries, employers, and the private sector;
- Limited facilities and institutional capacity for e-learning;
- Shortage of faculty members holding doctoral degrees.
Opportunities
- Growing demand for mathematics-related disciplines and data science;
- Availability of national and international scholarship opportunities;
- Potential for expanding academic and professional cooperation with the private sector;
- Support from the Ministry of Higher Education;
- Continued expansion of e-learning and the use of technology within the country's higher education system.
Threats
- Limited employment opportunities for mathematics graduates;
- Strong competition for access to international academic cooperation and assistance;
- Rapid technological advancement requiring continuous curriculum development and the regular enhancement of academic and professional skills.
The SWOT analysis indicates that the available opportunities outweigh the external threats, while internal weaknesses are more prominent than the existing strengths. Accordingly, the Faculty is positioned within a conservative strategic orientation, requiring it to make effective use of available opportunities to address its weaknesses, strengthen its academic and institutional capacities, and improve its overall academic standing.
4. Vision, Mission, and Core Values
Vision
To become a leading faculty in mathematics education, knowledge generation, research, and innovation at the national and regional levels.
Mission
- To enhance the knowledge and academic capacities of faculty members and develop qualified academic staff through teaching, research, scholarships, and short-term training programs by applying recognized academic standards and modern technologies;
- To strengthen students' academic and professional capacities in accordance with the needs of society and the labor market and to provide an appropriate learning environment for educating competent professionals in mathematics, statistics, and computational sciences;
- To provide opportunities for conducting scientific research relevant to the needs of the country, producing high-quality academic outputs, and actively contributing to the scientific and sustainable development of society;
- To provide high-quality mathematics education in accordance with recognized higher education standards and to effectively deliver mathematics courses required by other faculties of Kabul University;
- To educate and prepare competent and committed professionals capable of providing academic, educational, computational, and managerial services throughout the country while promoting an open academic environment and strengthening academic cooperation.

5. Strategic Goals
The following ten strategic goals constitute the major pillars of the Strategic Plan:
- Develop scientific research and innovation;
- Improve leadership and management, strengthen transparency, and combat administrative corruption;
- Review and further develop the academic curriculum;
- Enhance academic quality and facilitate institutional accreditation;
- Expand e-learning and promote the effective use of technology in teaching and learning;
- Improve and develop infrastructure and essential academic facilities;
- Strengthen the academic and professional capacities of faculty members, administrative staff, and students;
- Strengthen research policies and research-related activities;
- Expand academic cooperation at the national and international levels;
- Improve the academic environment and enhance student services.
6. Strategies and Operational Objectives
Specific strategies, activities, and operational objectives have been identified for the achievement of each strategic goal. Major areas of intervention include the following:
A. Development of Scientific Research and Innovation
- Increase and strengthen scientific research activities and projects;
- Encourage and support faculty members to publish scholarly articles and author or translate academic books;
- Provide the necessary facilities for establishing and equipping laboratories required for academic and research activities.
B. Development of E-Learning
- Expand the use of e-learning systems and resources;
- Strengthen faculty members' capacity to use digital technologies and tools effectively in teaching;
- Provide a Learning Management System (LMS) and other necessary technological infrastructure and equipment.
C. Strengthening Infrastructure and Facilities
- Establish and equip computer laboratories and other required academic facilities;
- Equip conference and academic meeting halls;
- Provide projectors, audio systems, and other instructional equipment for classrooms.
D. Capacity Building
- Organize specialized workshops and professional development programs for faculty members;
- Strengthen students' academic and practical skills, particularly in applied mathematics;
- Enhance the capacities of administrative staff in management, administration, and the effective use of technology.
E. Expansion of Academic Cooperation
- Strengthen cooperation with faculties, universities, and academic institutions within the country;
- Facilitate the establishment of Memoranda of Understanding (MoUs) with reputable national and international academic and research institutions;
- Encourage faculty members and students to participate in conferences, seminars, workshops, and other academic activities.
7. Five-Year Action Plan
To ensure the effective implementation of the strategic goals and strategies, a five-year operational plan has been developed. The Operational Plan primarily includes:
- Major annual activities;
- Key performance and evaluation indicators;
- Responsible individuals and implementing units;
- Implementation timelines;
- Financial, human, technical, and administrative requirements.
Key activities include the annual evaluation of faculty members, regular meetings of the Academic Council, implementation of the Higher Education Management Information System (HEMIS), development of master's programs, and promotion of joint research projects.
8. Monitoring and Evaluation Mechanism
To ensure the effective implementation of the Strategic Plan and assess progress toward the achievement of its objectives, a systematic monitoring and evaluation mechanism has been established. It includes:
- Regular monitoring and evaluation of planned activities;
- Annual assessment of progress toward strategic and operational objectives;
- Analysis of progress in the implementation of strategies and operational activities;
- Review of quality, effectiveness, and efficiency indicators;
- Preparation and submission of monitoring and evaluation reports at the end of each academic semester and year;
- Regular meetings of the Strategic Planning Committee to review progress, identify challenges, and recommend appropriate corrective measures.
