دغه طرحه چې د اداري اصلاحاتو ادارې لخوا تهیه او ترتیب شوې ده، د روان کال د سلواغې میاشتې په دوهمه نېټه د یک شنبې په ورځ د کابل پوهنتون د رئیس، مرستیالانو، یو شمېر استادانو او د لوړو زده کړو وزارت د ګمارنې او علمي ترفیعاتو ریاست مسؤلینو په حضور کې غونډې ته وړاندې شوه.

پدغه طرحه کې هڅه شوې چې د لوړو زده کړو په نظام کې د شته تقنیني اسنادو پر بنسټ د کادري غړو د ګمارنې او علمي ترفیع پروسه ساده او اسانه شي.

د کابل پوهنتون رئیس ښاغلي دکتور اسامه عزیز ددې خبرې په ټینګار سره چې د ګمارنې او علمي ترفیعاتو بهیر اغېزمن نشي، هیله څرګنده کړه چې دغه طرحه به د علمي او اداري کارونو په اسانتیا کې اغېزمنه تمامه شي.

پدې طرحه کې به هغه اصلاحي نظریات او وړاندیزونه شامل شي کوم چې د کابل پوهنتون د رهبرۍ او همدارنګه ددې علمي بنسټ د کادري غړو لخوا وړاندې کیږي.
